Program and target management of the development of the Far East: results of the first quarter of the new century

The article presents the results of a comprehensive assessment of the state policy of accelerated development of the Far East over the past quarter century of Russia's modern history. The research is based on official documents of the federal and regional levels, scientific publications of leading Russian and foreign scientists, as well as information sources of government agencies that are inaccessible on the Internet and processed using artificial intelligence. The authors have identified certain achievements in creating an integrated management system, improving the investment climate and attracting significant investments, and developing infrastructure in the raw materials and transport and logistics sectors of the preferential treatment system. At the same time, stable problem areas are substantiated: the demographic crisis and the shortage of qualified personnel, the preservation of a pronounced raw-material orientation of regional production, and the relatively high cost of living, including health care and housing services. Recommendations are formulated to improve the effectiveness of the implementation of strategies and programs for the development of the Far East in the medium and long term.
